Adviser. I assume that the advice and comments of the Colonial Office should be obtained before the draft goes to the War Office.

The Moratorium,

Custodian, Crown Rents and Emergency Rates Proclamations, should I think be seen in due course by Mr.Caine. Financial policy is involved.
